MeeGo is the open source project. Vendors take MeeGo and develop a device using the open source parts that they see fit.
and its totally legal.But I am not sure youre right about 0 lines of code.

AFAIK harmattan will be heavily based on qt-components and they have said in the mailinglist it qt-components will be public again "soon".
