Their plan is to at first allow players to do all other basic stuff except actualy fly around on your ship and combat.

For me it's enough to be able to change your skills, your ship fittings (which in some cases can take hours if you are really trying to push the limits of the ship's power output and CPU)
and use the market, in-game email and chat.
