Sales numbers in units sold for phones with Symbian OS were going UP. The same could not be said for phones with a Windows OS. Measured in sales, your statement does not hold water.
Symbian wasn't failing, it was the competition (except Microsoft) that have been tremendously successful. First Apple, later Google. Of course, Nokia would take a loss in number of sales eventually, but they decided it was time already, themselves.
