Although something is Open, it doesn't mean it's without leadership. When a company decides to create something Open, they usually retain the leadership of what they want to create, but invite others to negotiate a direction. OpenOffice.org is a good example - when the leadership direction changed, a major part of the "Open" community rebelled - but they couldn't change it. So they had to fork, start over, market a new product based on the old one - LibreOffice.
