I think it's real meaning is NOT to tell you that bluetooth is on or off.
It is there to tell you if you are communicating with a device or not.
But that can also be achieved by leaving the icon persistent yet changing its state.

Bottom line, it should be the user's choice what is persistent in that bar and what is not.
