I would have thought it's pretty obvious that if they are planning to use the N950 as a name, it'll be the developer device, as it'll stop those users burnt by the N900 step 4/5 debacle. And the N9 will most likely be the consumer ready device, if there are indeed going to be two devices (which I can't confirm).

Having a developer (N950?) distributed via a developer programme to active community hackers is benificial for normal users who may get the consumer N9. Because it allows us developers to port and develop software ready to run on the consumer oriented device. So it does make sense. But we'll see.
