This is good timing as I was just looking up some of this info whilst trying to see what we can do with Cordia on MeeGo.
I think quite a lot of it might be standard with www.freedesktop.org

Anyway for desktop shortcuts and wallpapers:

Wallpapers and a config file are stored in /home/user/.backgrounds/
