This looks like another of those poorly thought through, knee-jerk regulations promulgated in the name of "anti-terrorism" which will cause mass inconvenience to millions of ordinary law-abiding people - while it will have little or no effect on the real terrorists who will almost instantly find a way to get round this inconvenience.
