megaupload has nothing to do with flash thing it must be an ip thing if you are in a country just like mine several people use the same ip and megaupload has a limited download availability so megaupload thinks that you have already downloaded while actually an other person downloaded not you so TOR gives you another ip address which will allow you to download easily
