The 1000 thing is just for checking the script is doing what it is supposed to.
The VFS cache will go 10 when idle/standby and 100 when unlocked (screen lit & you doing something with the phone). That way it will save battery when locked (tested that with VFS cache at 10 this is achieved), and when unlocked (VFS cache at 100, that has been tested for some time).

If you see you don't need to overclock you can tweak your ideal profile and set Max CPU to 600 instead of 750 if you want. But if you see that at 750 max it saves battery and you feel more responsiveness you could leave it that way and you would have the best battery saving at the best performance (balanced).
