One reason that comes to mind is that Nokia saved on the BOM by not including the external Broadcom GPU so everything is rendered using the CPU only. The CPU is probably the same ARM11 that is used in all S^3 phones only overclocked to 1GHz.

If this is the case, then even the N900 is more powerful than this phone.
The phone has the same GPU as the N8. The lag that you see on the facebook app is due to it being a wrt client. Symbian Anna can't run without GPU, and they need a GPU that's same or better. It will run all current apps and games.
