mv /usr/share/kernel-power-settings/ideal.ORIG /usr/share/kernel-power-settings/ideal
apt-get install --reinstall dbus-scripts

i use hildon-portriat with my transitions.ini
i think your problem is using a notepad for editing it
after you edit any script with notepad (from windows)
the script corrupts
because notepad uses another kind of unicodes (or something else)

BTW what are the options you have replaced ?
if you want to edit the file use wordpad (on windows)
leafpad,nano,vi (on linuxx)
