No, because system libraries and applications and suchlike don't make any difference to the "speed" of your computer/tablet unless they are being used.

I reckon it's subjective and not really quicker. The speed limiting of OS2007 is part of the kernel, isn't it? And you can easily verify that has been downgraded by doing a "uname -a" in xterm. Even the bogomips rating is kind of useless. I've often done "something" to my PC that is supposed to make it "faster" and for a few minutes it does feel quicker... but then I realise it isn't and it's all my own perception.
