Indeed, though 12.3 ("referendum voting will be open for the same length of time as the council elections") is ambiguous (does "same" mean identical or merely equivalent?).

But since there's precedent and nobody complained we can assume the latter interpretation, so there's no real need to rush the reorg referendum right now.
