Bad business decision, in my opinion - but that's based on hindsight which I have now, they didn't have it then.
We constantly struggled with AT&T and Verizon. Trying to please the 2 US market leaders took much, much more effort than getting T-Mobile to launch devices. But a lot of that was admittedly Nokia's fault.
