/usr/share/hilden-desktop/transitions.ini

in the bottom of the file, change the snap_grid_size to whatever suits your needs, you can change value and save file, and the effect takes place after save and you can keep the file open in the background to change it to another value.
Now after saving try to move you icons around and you will see it gets much easier to arrange them
