You can push kernel-power to devel, even without being a maintainer.

Ho ever, as Pali got never-ending problems with pushing kp to -testing, that would overwrite existing kernel (no problem when stable version is actually in testing, but now, we operate only on devel). So, you can do it only if you're 100% sure it doesn't break anything, or You're able to fix/revert possible problems.
