Then it's odd that they announced MeeGo without a chipset waiting in the wings.

I'm guessing it's actually on the hardware side where the hangups and delays are happening. If Intel had a good handset CPU, you can be sure that they would have already released and marketed a usable MeeGo setup.
The only handset named was the Nokia N9 and that LG 990 (now canceled). Only the LG and the OEM Aava ran Intel chips.

The problem seems to be adoption rates.
