May I point out the case that some providers do give dynamic IP adresses and if you ban these it may happen that a legal user and non spammer has a problem if he gets that IP.
Will be a rare case but just to point at that.

I do not remember if you use captchas ( but I guess you do) and I wonder if those captchas somehow do not work.

I never thought that I might find a pro case for the DMCA...
