I am guessing it might be a limitation with FAT32 filesystem not able to handle certain encodings correctly. Have you tried to transfer files with English names but with Chinese words in the contents?
by my experience
name and contents are indepedent,they won't affect each other

here are some cases

use usb cable :
chinese file name will be fine but contents not

use ssh :
chinese file name and contents both mess

use network places(win xp):
same as ssh

maybe the answer is in the nokia's usb program!?
