No, they didn't. They issued a carefully worded press release in December of last year that, if read carefully, simply accepts that some advanced 3G technologies were being called 4G (rather than saying that they should be so called). They then somewhat oddly refused to comment any further, allowing US marketeers to (continue to) abuse the term.
However, in June of this year Hamadoun Touré, Secratary-General of the ITU, went on record to say LTE Advanced and WiMAX Advanced are so far "the only air interfaces that represent true 4G-compliant technologies" - which is in accordance with the definition produced prior to the misleading press release.
