I STRONGLY recommend not to mess around with root owned files/directories at the moment. Not until N9 gets a flasher so that you can reinstall the firmware. Last I checked the flasher for N9 is not yet available. The /etc directory is protected by Harmattan's security framework aegis, so just being root is often not enough to modify the files. Also, the security policy is such that if you modify some files that are deemed "critical", aegis will force the device into "malfunctioning" state which you can't fix without reflashing. Anyway, someone already posted the correct instructions. After installing the developer tools, you should have "devel-su" command. Run that, the password is "rootme". After that you should be able to modify the files. But I recommend you to wait until N9 has flasher.
