The N9's sensor is slighly larger, but it users older (but more "mature") sensor tech called FSI whereas SGSII uses BSI.

I asked Damien this Qn but have not had a response yet:
I hope some of the reason is the ****ing jpeg compression algoritms. beacause if so it may be improved. But then we will loose the the fastness in take "series of photos" I would mind too loose that in favour of lower ISO. Or make it an option...
