In addition to the GSM/WCDMA bands this phone also has CDMA bands. With CDMA instead of a SIM the user information is flashed directly to the hardware. I do not know if being activated by Verizon is what enables the GSM/WCDMA radios but if that is the case then someone would have to activate it.

If the GSM/WCDMA radios work independently of the CDMA activation then it should not be an issue. I'd e-mail Verizon or Motorola customer support for clarification.

I looked over the Motrorola store site and it let me put one in my cart without a Verizon agreement so my guess is you'll be able to use it with a SIM and no Verizon account.
