Can't help with the language problem, for the other: Try to remove the package from the cache and download it again, there seems to be a file missing, which is very strange. Open X-Terminal application and use these commands:

sudo gainroot
rm /var/cache/apt/archives/catblock_0.2-22_all.deb
apt-get install catblock
