In a nutshell, Nokia didn't properly release all of the MeeGo 1.2 Harmattan QML packages for Fremantle. Thus, a developer couldn't comprehensively 'write once' for both Fremantle and Harmattan. However, as an afterthought, there's a Nokia developer that is trying to remedy this.
