Normally that happens when the Exchange server *requires* a PIN to be set and used for unlocking.
N900 was a non-provisionable device so it ignored said requirements (but on the other hand prevented some servers from working with it).
The N9 supports provisioning, so it works with most Exchange servers, but of course has to follow the rules it's given.
In short: contact your system administrator and ask if it's really required.
