Are you sure? I now have had multiple people confirm that what you are saying was not the case with PR1.0. I wish I had another N9 to compare with but yeah, I am just trusting my memory and what other people with PR1.0 have confirmed me with right now.

e.g. Music app which is locked in portrait-only never closed before by sliding its side (physical top-down swipe) while held in landscape.

So yeah, the behavior did change with PR1.1 and "for me" and for many others, it's worse. But I guess I'm the minority.
