Just launched the Ovi Store on my N9, and I see that I now have an alternate payment method available.

Carrier billing for T-Mobile USA now works in the store! Hooray!!!

Not sure how long this has been live, but I know it wasn't there two weeks ago (the last time I tried to download a paid application).
