You can try to flash it again, should work without a sim card.
Ok lets say i connect it to the charger it charges until i hold the power button it vibrates and then all the rebooting starts but lets say i just connect it with a usb cable without holding the power button i can acces all the files to it i tried reflashing, it didnt work wait i will try it again and i will take a screen shot
