You haven't written any details, so I can only guess that you've forget to setup proper rules for windows firewall. first of all, try if SmartCam on windows machine is receiving data. Then, without closing smartCam, try to use it as camera source.

Also, Your VoIP program must be set to use 320x240 as video input resolution. I wonder, if there is any way to change resolution used by SmartCam to higher one?
