I guess, this way:
1. Nokia will have control (for some time)
2. Not putting the stuff online, to save bandwith ?
3. Save storage place on their servers
4. Lower their network load that it may take to serve the many download requests
5. Unhappy users, that the download takes forever

It does make some kinda sence, allthough annoying
