Yes, charge it just like you would charge a laptop. On, off, whenever and for however long you want (it's bad to discharge Li-ion batteries too often), just avoid high temperatures.

I'm not sure about the recent on/off issues, it seems more like it's either a bad batch of something or another, and/or ignorance on the part of some users. I really don't know. So if you have a system that works for you, by all means, keep using it. But I've been charging my N800 pretty much however I want for the past year (minus 8 days ) and haven't had a significant drop in battery life.
