BATS is an Automated Tading Center (ATS - they used to be called ECNs). They only offer institutional market data products, but they are unique in not imposing redistribution fees. You still have to pay for connectivity though (usually 45mbits minimum) for streaming data.

I dont think they offer any streaming internet options. However most of the quotes and orderbooks on their web site update in near real-time (delayed a sec or two rather than 20mins) without requiring a browser refresh. Bear in mind that these are BATS quotes rather than quotes from the listing Exchange (SIP).

Scraping and redistrbuting/redisplaying market data from websites is usually an infringement of the sites usage policy (as it usually conflicts with the SIP restrictions that they need to comply with), but BATS has clear ownership of their quotes so it mght be more doable.
