Yes, Yes. Why ask stupid questions?

+100Mhz (there is no stable +200Mhz at least with current module) gives you boost on cpu calculations, like if you run and compile applications with gcc inside the device. Or on heavy database operations.

But as end user you most likely don't notice anything on UI, since UI usually runs at 300-600Mhz and most usecases don't even need the governor to put 1GHz on. Most of the drawing is done with GPU and sw rendering only happens to special situations.
