It's not a placebo. Tapping (PR1.1) or double-tapping (PR1.2) on the bottom half of the right edge of the screen scrolls down (no zoom).
It's perfectly reproducible, see the video, or reserve an RDA N9 for two minutes and try it (can't mix click with drag there, like with fingers).
The behavior of the middle of the right side, is the same as double-tapping elsewhere now on PR1.2 but this was happening with a single tap on PR1.1

Of course you can't see if I am tapping or double tapping in that video, but I assume you trust me in that.
EDIT: further testing shows that in PR1.2 double tapping the edge conflicts with doubletap to zoom if there is an element right under your finger. Going now to RDA to test PR1.1
EDIT2: The same happens in 1.1 except one tap is enough. I hadn't noticed because the times this gesture is useful is mostly when you are zoomed around a container in a page and this means that there is probably nothing on the edge.
Anyway, the behavior in PR1.1 was much friendlier so the bug report stands, even if some times it does zoom instead of scrolling. Also the single click zoom was useful too.
