Well, intel makes netbooks motherboards and gives a reference screen resolution, so intel does make netbooks, although it doesn't distribute them.

But all in all, if you wan't to put linux on a netbook, really, wait 12Q4 or 13Q1 for the valley view ones. Current GPU are complete crap.
