False. The rules and questions about this were in the TMO forum well before Council elections occurred. For example, this is part of a thread that started in April, dated May 5th. I'll note to you that elections for Council happened May 17th through the 23rd. This was not something put in after Council was in place, but was actively discussed before the event.
