I had this exact same problem last night with my N950 - it refused to send text messages, i restarted the phone but it failed to boot past the Nokia logo. It didnt have anything to do with the 1.3 installer obviously (no 1.3 installer for N950), but what a strange coincidence!

Sadly, the only way I could bring it back to life was by using the OneClickFlasher which erased all the contacts, messages, pics, etc on my phone.. but at least it boots up again.

That was the only option I had at my fingertips and I needed a working phone asap. But I'd pay attention to what the guys here are saying and try a rootFS flash first. You have the option of a full flash after if it's still not working, and you might save your files.
