fn keys = blue arrow keys ?

If so, my version of loadkmap (extracted from package) was working fine. I had to press simultaneously the keys, but this is more or less normal behaviour, right?

But what about extra symbols? (blue arrow + Sym)
Is there possibility to use these too?

Or even more important:
ESC sequence in shell (editing in vi is hard to do without ESC)
