Rebooted to windows, un rar'd with winrar.
copied it to the 770
dpkg -x vim-tiny_5.6.070-1.1_all.deb /
tar: invalid tar magic
dpkg-deb: subprocess tar returned error at exit status 1

Going through the package manager comes back with Unable to install. Incompatiable package.
