Figured it out. You have to change the color, hit the back arrow to the screen where you can update, update the forecast, then go back to the settings of standby screen. After that, swipe away to background (don't close the program yet) then hit the power button to go to low power mode. After that, the color change applies. Then you can close the program without it reverting back. If you close the program before you go to low power mode it goes back to the previous color and change does not apply.
