Yes,

On your pc run cmd.exe as admin
cd to /path/flasher/is/installed/at/
flasher -R

The above reboots the phone...

If your phone just isn't booting up even after a charge it means the reserve battery level has drained so then you need to do:

flasher -f -F rootfs.bin

Once you do the above it will show you that the battery level is insufficient to conduct a flash and flasher needs to charge the phone to 11% battery level...Once it reaches 10% battery level, plug out your phone and connect to a wall charger and let it charge...

Once your phone is up and running I would advice on using N9QTweak and use Tweak T which adds system-widgets and system-tools which include a reboot toggle.

OR you can simply install various toggle apps from the Store that switch off or reboot your n9 for you...
