Same way you do with any message/chat app - if your Skype app is active, and somebody calls you, you get a ring tone and on-screen indicator, and you select "Answer". Yes. It even has the option to download a list of radio stations for your own city so you can easily select stations by name instead of tuning by frequency. It needs a headphone cord plugged in to act as an antenna, or you won't receive a signal, but the FM Radio app has the option to turn the speakers on and off regardless of whether headphones are plugged in. And there's also the separate internet radio option as well.
