Specific Absorption Rate (SAR):

In short, EU sets acceptable SAR to <= 2 W / kg taken over 10 grams of tissue.
US sets it to <= 1.6 W / kg taken over 1 gram of tissue.

So N9 with ad-hoc WiFi must have fallen in between these two.
