Yes, it works perfectly well offline. That's the main selling point of Nokia Maps.

However, in earlier Symbian phones (particularly in my N82), there was an option called "display alternate route" and it would change the route and show another way to the destination. I wish they had this feature in N9, it was very useful some times.
