You are a not first with this problem... I don't know what cause it.. I tested it a few times (some one else have a similar problem with clock ui) and I can't reproduce it It always success for me.. what this "com.ubuntu.Upstart" ? Do you have Nitdroid instaled or other theme ? Dev mod applied and activated ?
