Did you try to install it before?
It is marked installed, but if the device doesn't automatically run the power kernel after a reboot, then the previous installation must've failed.
I installed Kernel-Power, then the Kernel-Power multiboot (along with some command line tools in the hopes of triggering a dependency install)... see attached screenshot
