It's not intended for N9 with Harmattan. If you have N9 with Mer/Nemo on it - try running it. It's not a distro pacakge (i.e. RPM or DEB), it's a tarball, so unpack it somewhere in /opt for example.

Of course nothing prevents you from trying to run it even on Harmattan (which is armv7hl after all) - but I have no idea how workable that will be. Give it a try and see what happens.
