What's the syntax used for assigning a time to an event in slarmd?

I have an event scheduled at 9 p.m. (21:00), & in /var/cache/alarmd/alarm_queue.ini the event's section has alarm_time as 1322362800.

How is 21:00 translated into 1322362800? It's not seconds after midnight.
